RESOLUTION TO DETERMINE AN ESTIMATE OF FUNDS NEEDED FOR 2015-2016 FISCAL YEAR
WHEREAS, the Zion-Benton Public Library District must file on or before December 31, 2015, its Levy Ordinance for the 2015-2016 fiscal year; and
WHEREAS, pursuant to “The Truth in Taxation Act” (35 ILCS 215/1 et.seq.), the Zion-Benton Public Library District must determine not less than 20 days prior to adoption of its Levy Ordinance the amounts of money estimated to be necessary to be raised by taxation for the 2015-2016 fiscal year upon the taxable property in said Library District, and
NOW, THEREFORE, BE IT RESOLVED AND DETERMINED by the Board of Trustees of the Zion-Benton Public Library District that the amount of money estimated to be necessary to be raised by taxation for the 2015-2016 fiscal year upon the taxable property in said Library District shall be $2,182,900.

PUBLIC NOTICE is hereby given that, by Ordinance adopted on the 28th day of July, 2015, the Board of Trustees of the Zion-Benton Public Library District determined to levy an additional tax of 0.02% of the value of all the taxable property in the District, as equalized or assessed by the Department of Revenue, for the purchase of sites and buildings, the construction and equipment of buildings, the rental of buildings required for library purposes, and maintenance, repairs and alterations of library buildings and equipment, said tax levy to be effective for the 2015-2016 fiscal year. The text of said Ordinance is set forth below.
The question of levying a 0.02% tax shall be submitted to the electors of the District if a petition is filed with the Board signed by 2509 registered voters in the District asking that the question of levying said 0.02% tax be submitted to the electors of the District. Said petition must be filed within thirty (30) days after publication of this Public Notice. The date of the prospective referendum is March 15, 2016.

RESOLUTION 14/15-R-2, “RESOLUTION TO ADOPT A NON-RESIDENT LIBRARY FEE”
WHEREAS, the State of Illinois has enacted the Illinois Local Library act 75 ILCS 5/4-7(12), which grants powers to the Board of Trustees, including the power to extend the privileges and use of the library to non-residents and the power to charge a fee for non-resident use thereof.
WHEREAS, the Board of Trustees determines it is in the best interest of the Zion-Benton Public Library District and residents of the District to establish a non-resident fee for use and access to the services provided by the Library.
WHEREAS, The Illinois Administrative Code 23 III, Adm. Code 3050.60, sets forth the mathematical formula for calculating a non-resident fee so as to ensure the fee charged is at least equal to the cost paid by residents of the Zion-Benton Public Library District;
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Zion-Benton Public Library District, Lake County, Illinois, as follows:
SECTION I. That the Zion-Benton Public Library District adopts the formula set forth by the State of Illinois for calculating a non-resident fee. The Board has determined, pursuant to the formula set forth by the Illinois Administrative Code, that the non-resident fee for use of the Zion-Benton Public Library District shall be $140.00 per household each year.
SECTION II. This resolution shall be in full force and effect upon its adoption, approval, and publication as provided by law, and remain in full force and effect until further action by the Board of Trustees.
