RESOLUTION 14/15-R-2, “RESOLUTION TO ADOPT A NON-RESIDENT LIBRARY FEE”
WHEREAS, the State of Illinois has enacted the Illinois Local Library act 75 ILCS 5/4-7(12), which grants powers to the Board of Trustees, including the power to extend the privileges and use of the library to non-residents and the power to charge a fee for non-resident use thereof.
WHEREAS, the Board of Trustees determines it is in the best interest of the Zion-Benton Public Library District and residents of the District to establish a non-resident fee for use and access to the services provided by the Library.
WHEREAS, The Illinois Administrative Code 23 III, Adm. Code 3050.60, sets forth the mathematical formula for calculating a non-resident fee so as to ensure the fee charged is at least equal to the cost paid by residents of the Zion-Benton Public Library District;
NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of the Zion-Benton Public Library District, Lake County, Illinois, as follows:
SECTION I. That the Zion-Benton Public Library District adopts the formula set forth by the State of Illinois for calculating a non-resident fee. The Board has determined, pursuant to the formula set forth by the Illinois Administrative Code, that the non-resident fee for use of the Zion-Benton Public Library District shall be $140.00 per household each year.
SECTION II. This resolution shall be in full force and effect upon its adoption, approval, and publication as provided by law, and remain in full force and effect until further action by the Board of Trustees.

TAKE NOTICE that of the Board of Trustees of the Zion-Benton Public Library District, pursuant to “An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, county, city or any public body or any political subdivision or by anyone under contract for public works,” approved June 2015, as amended, has determined on, and as effective from June 23, 2015, that the general prevailing rate of wages in this locality for laborers, mechanics, and other workers engaged in the construction of public works coming under the jurisdiction of the Zion-Benton Public Library District is the same as determined by the Department of Labor of the State of Illinois for Lake County as of June, 2015. A copy of the full Ordinance and the Department of Labor determination is available for inspection by any interested party in the main office of the Zion-Benton Public Library District, 2400 Gabriel Ave., Zion, IL, and to any employer; association of employers and any person of employee or association of employees who have filed, or file their names and addresses, requesting copies of the same.
